Jose Roldan Xopa was born in Mexico City in 1954. He has also been a visiting professor at several prestigious universities in Mexico and abroad, such as the Autonomous Technological Institute of Mexico (ITAM), the Center for Research and Teaching in Economics (CIDE), the University of Paris II Panthéon-Assas, and the University of California, Berkeley.


He is a member of the National System of Researchers (SNI) since 1984, with the highest level of recognition (Level III). He is also a member of the Mexican Academy of Administrative Law, the Mexican Bar Association, the International Association of Administrative Law, and the American Society of International Law.

Jose Roldan Xopa has authored or co-authored more than 20 books and over 200 articles on various topics related to administrative law, such as constitutional principles, administrative procedure, public contracts, public services, regulatory agencies, transparency and accountability, human rights, environmental law, and comparative law.   • Derecho administrativo (Administrative Law), a comprehensive textbook that covers the main aspects of administrative law in Mexico and other countries. It is widely used as a reference by students, professors, lawyers, judges, and public officials. The first edition was published in 1993 and the latest edition (the ninth) was published in 2019.



  • El principio de legalidad en el derecho administrativo mexicano (The Principle of Legality in Mexican Administrative Law), a doctoral dissertation that analyzes the historical evolution and theoretical foundations of the principle of legality as a limit to administrative discretion. It was published in 1989 and received the National Prize for Jurisprudence from the Supreme Court of Justice of Mexico.



  • La responsabilidad patrimonial del Estado (The Liability of the State), a book that examines the legal regime of state liability for damages caused by unlawful or irregular administrative acts or omissions. It was published in 2004 and received the National Prize for Administrative Law from the Mexican Academy of Administrative Law.




His current research interests include the impact of digital technologies on administrative law, the challenges of administrative justice in times of crisis, and the role of administrative law in promoting sustainable development.


Professional Experience and Social Impact




Besides his academic career, Jose Roldan Xopa has also been involved in various public service positions and social projects. He has served as a legal advisor to several federal and local government agencies, such as the Ministry of Finance, the Ministry of Public Education, the Federal Electoral Institute, and the Federal District Government. He has also been a consultant for international organizations such as the World Bank, the Inter-American Development Bank, and the Organization for Economic Cooperation and Development (OECD).
